PANEL 1 : DEVELOPMENT OF TECHNOLOGIES AND INFRASTRUCTURES TO ENSURE A BETTER KNOWLEDGE AND DEVELOPMENT OF WEST AFRICA’S-EXTRACTIVE RESOURCES

Objective :

Having a better knowledge of the potential in extractive resources, has remained one of the major challenges faced by the mining and oil industries in the ECOWAS Member States. Similarly, it is urgent that these resources be processed locally rather than exported unprocessed, in order to increase their contribution to the development of states.

To achieve this, it is necessary to continue the efforts underway in several countries with the view to improving the level of knowledge of mining and oil potential and deriving greater benefit, by placing much greater emphasis on the pooling of strategies within ECOWAS member states.

This panel will focus on:

  • Investments made by Member States in the acquisition of technology to improve the level of knowledge of the potential in mining and petroleum resources.
  • Upgrading the existing operating facilities and the establishment of real industries for the processing and transport of raw materials.
  • New sub-regional geological correlation projects.
  • Establishment of regional centres for calculation, conservation, and promotion of petroleum data, etc.

PANEL 2 : LOCAL CONTENT POLICIES AND ADDED VALUE CREATION IN THE GEO-EXTRACTIVE SECTOR

Objective :

Approaches to taking into account local content policies vary from one country to another. They are sometimes found in mandatory legislative and regulatory texts or also appear in many others as more flexible requirements.

For the mining and oil industry to be a real engine for inclusive and sustainable economic development, we must also ensure that local content policies deeply promote the development of other economic sectors (or new sectors) by focusing on the capabilities and infrastructure developed by the extractive industry value chain. Also, in order to yield added value, the raw mining resources should be processed locally.

This Panel will analyse the links and externalities of local content policies in the geo-extractive sector. What types of local content policy should be favoured in the ECOWAS space, taking into account the expected impact of the exploitation of mining and oil resources? How can these policies promote the creation of added value?

PANEL 3: FACILITATING THE SUPPLY OF HYDROCARBONS WITHIN THE ECOWAS SPACE

Objective :

The secure supply of petroleum products in the ECOWAS space is a major concern which must be managed in the framework of a harmonized policy. To address this, a regional program was adopted in 2019 to facilitate the supply of petroleum products in the ECOWAS region. Likewise, member States are putting in place systems to ensure the transport, storage and distribution of petroleum products.

This Panel aims to: :

  • Evaluate actions underway to secure the supply of petroleum products in ECOWAS member states.
  • Promote cooperation between States throughout the petroleum product supply chain, including the construction of storage, transport and distribution infrastructures.
  • Exchange information on technological innovations to improve the monitoring and quality control of petroleum product supplies.
  • Propose a community institutional framework to develop the downstream oil industry.

Objective :

In a world facing growing challenges of environmental preservation, social equity and gender inclusion, it has become imperative to determine the mechanisms that can ensure that these concerns are better taken into account in the geo-extractive industries.

 

To this end, this session aims to:

  • examine strategies and identify mechanisms for strengthening good governance, promoting respect for and protection of the environment, while integrating a gender perspective into the geo-extractive industries.
  • reconcile economic interests with the need to preserve natural resources, promote social inclusion and ensure gender equality within these industries, with an emphasis on transparency, equity and sustainability.  
  • stimulate in-depth reflection that can help share best practices and develop collaborative partnerships to promote responsible and ethical practices within the geo-extractive industries.

This session is devoted to analyzing the match between the training provided and the needs of the geo-extractive industries, with the aim of promoting a better match between needs and training offers, and reducing the costs associated with importing skills.  

The aim is to propose a mechanism that will enable countries to obtain the skills required by the geo-extractive industries in West Africa.

To this end, this panel aims to:

  • assess the quality of personnel made available to extractive industries by training centers in West African countries.
  • Propose mechanisms for the contribution of -extractive industries to the training of qualified personnel they need.

Objective :

This Panel focuses on the artisanal mining at the sub-regional level and assesses its contribution to the development of local and national economies in West African countries and propose mechanisms for a better profit from the activities of this sector. To achieve that goal, it is necessary to:

  • Evaluate the contribution of artisanal mining to the development of local and national economies.
  • -Propose a mechanism that will increase the added value of artisanal mining activities.

PANEL 6 B: ROLE OF NATIONAL OIL AND GAS COMPANIES IN THE DEVELOPMENT OF THE VALUE CHAIN OF THE OIL AND GAS INDUSTRY

Objective :

National oil Companies are mainly state-owned companies whose role is to explore, exploit, develop and distribute hydrocarbons, often in partnership with international companies. Their mission is to contribute to the development and effective management of the oil heritage of their respective countries.

 

As major players in the oil industry chain and catalysts for industrial progress, national oil companies play a central role in creating a robust and balanced value chain.

The aim of this panel is to : 

  • promote a strategic dialogue for the optimal development of National Hydrocarbon Companies by highlighting the crucial role they play in the creation and optimization of the value chain of the oil and gas industry.
  • establish an effective system for sharing experiences between already established and prosperous national companies, in favour of those which are under creation or least developed.
  • encourage collaboration, the exchange of good practices and the creation of a knowledge network to strengthen the capabilities of emerging companies, thus promoting sustainable and balanced development of the industry on a global scale.
